Despite Germany's unemployment being at a record low, the number of people receiving social assistance in Germany is nearly unchanged. Overwhelming bureaucracy and a lack of training are some of the barriers to progress.

German authorities are believed to have found the body of a British man who went missing in the port city of Hamburg in February. Liam Colgan, a 29-year-old postman, was last seen leaving a live music pub while in town to celebrate his brother's stag weekend. The body was discovered early Monday morning floating in the Elbe River.
